Indonesian Internet Users Reach 229.4 Million in 2025

The number of internet users in Indonesia reaches 229.4 million people
In the first semester of 2025, the number of internet users in Indonesia reached a very significant number, which was 229,428,417 people. This figure is revealed in the latest report of the Association of Indonesian Internet Service Providers (APJII) entitled “APJII Survey: Indonesian Internet Profile 2025”. Compared to the APJII report in the previous year, this figure shows a considerable increase.
Previously, in 2023, the number of internet users in Indonesia was estimated to reach around 215 million people. By 2024, this figure increased to 221.5 million people. Now, in the second half of 2025, the number of internet users has increased by around 8 million people, bringing the total to 229.4 million people.
In the report, it is stated that Generation Z, Millennial, and Alpha Generation are the most dominant generation group in using the internet. This data was collected through face-to-face interviews to 8,700 respondents (Indonesian citizens at least 13 years old) in 38 provinces, between April 10 and July 16, 2025.
Consistent internet penetration rate is growing
According to APJII’s report, the current population of Indonesia is estimated to reach 284,438,900 people by 2025. The level of internet penetration describes the proportion of people who have access or use the internet. Calculation of the penetration rate is done by comparing the number of people connected to the internet with the overall population.
Based on these calculations, the internet penetration rate in Indonesia in early 2024 reached 80.66 percent. This means that more than 8 out of 10 Indonesians have been connected to the internet as of July 2025. This penetration rate has consistently grown over the last four years. In 2022, the penetration rate reached 77.01 percent, then rose to 78.19 percent in 2023, 79.5 percent in 2024, and finally reached 80.66 percent in 2025.
Internet users are dominated by the younger generation
According to an APJII survey, Gen Z (born 1997-2012 or aged 12-27 years) became the most active generation group using the internet, with a contribution of 25.54 percent. Two other age groups that also contributed greatly were millennials (25.17 percent) and alpha genes (23.19 percent).
Urban areas still recorded the highest penetration rate, which was 83.56 percent, while rural areas also showed a positive trend with penetration reaching 76.96 percent. The level of internet penetration is also correlated with the level of education and income. Users with higher education have a penetration rate of up to 91.27 percent, while the group who did not finish elementary school was only 42.66 percent. Meanwhile, the group with income above Rp 6 million per month shows a penetration rate of 91.47 percent, while the income group below Rp 1 million reaches 70.73 percent.
Reasons to Access the Internet
The majority of internet users stated that the main reason for connecting was to access social media (24.8 percent), access the latest news/information (15.04 percent), make online transactions (14.95 percent), and access entertainment content (14.68 percent). In addition, other reasons include accessing public and financial services, sending emails, studying and working from home, and ordering online transportation.
For people who have not used the internet, three main reasons are: first, not having a device that can be connected to the internet (43.62 percent), second, having a device but not knowing how to use it (40.77 percent), and third, because it does not see the benefits of using the internet (3.24 percent).

From the device side, smartphones are still the main choice to connect to the internet, with 83.39 percent of users in Indonesia using smart phones as the main device. The use of laptops is in second place with 11.42 percent, followed by Smart TV at 2.52 percent, tablets 1.37 percent, and desktop computers 1.27 percent. The rest, about 0.04% of users use other devices to access the internet.
Internet usage duration
The APJII report also details the behavior of internet users in Indonesia in 2025. The majority of internet users spend time surfing in cyberspace between 1-6 hours per day. As many as 35.75 percent of users access the internet for 4-6 hours per day, up compared to 2024 which was only 31.34 percent. Users with a short duration (1–3 hours) also rose to 33.9 percent, from the previous 27.34 percent. Meanwhile, users who access the internet for a very long time, more than 10 hours per day, were recorded at 7.66 percent. The shortest duration, less than 1 hour, was only experienced by 9.22 percent of users, down from 13.96 in 2024.
Favorite social media app
In terms of application use, social media still dominates. The most frequently used applications are TikTok (35.17 percent), followed by YouTube (23.76 percent), Facebook (21.58 percent), Instagram (15.94 percent), and X/Twitter (0.52 percent). The duration of social media use is quite long, with an average daily time of 2-4 hours and most of it is used to watch short videos.
