Introduction to the New Satellite Platform

A new satellite platform is being introduced in Thailand on a pilot basis, with the aim of improving high-5 precision weather forecasting and disaster warning systems. This initiative is part of an effort to enhance the country’s ability to respond to natural disasters and provide more accurate and timely information to the public.

Inspection and Approval by the Minister

Chaichanok Chidchob, the caretaker digital economy and society minister, recently inspected the system developed by Tomorrow.io during a visit to the South-East Coast Meteorological Centre in Hat Yai district of Songkhla. The minister stated that the cabinet had approved a three-month pilot project to upgrade Thailand’s weather forecasting and disaster warning systems by integrating the Tomorrow.io satellite platform with the existing system of the Thai Meteorological Department.

Details of the Pilot Project

The pilot project, which began in December, is being monitored weekly. The platform operates 11 Deep Sky microwave-sounding satellites, with two additional satellites being deployed, bringing the total to 13. This network allows for near-real-time data updates within one hour, providing a flood index tailored to specific areas at the subdistrict level and producing weather forecasts up to seven days in advance.

Enhancing Disaster Preparedness

These features are expected to significantly improve the real-time warning system and strengthen Thailand’s disaster preparedness. Discussions this week highlighted the needs of local user networks, including those in Hat Yai, Phatong, and Tha Hin municipalities, the Songkhla Provincial Administrative Organisation, and the Royal Irrigation Department (RID).

Key Data Requirements

Key data requirements include hourly rainfall, rainfall intensity, and water levels, which can be directly linked to the water management systems of the RID. These data points are crucial for effective water management and early warning systems.

Broader Applications of the Platform

Beyond weather forecasting and disaster alerts, several agencies have expressed interest in broader applications of the platform. Prince of Songkla University aims to develop a One Data Center to support public access to weather information, while encouraging students, academics, and young innovators to participate in hackathons to develop locally relevant solutions.

Expansion of the Pilot Project

The pilot could also be expanded to cover other disaster warnings, such as earthquakes, lightning strikes, PM2.5 pollution, and marine weather forecasts. Additionally, it could support the development of permanent evacuation relief centres.

Dissemination of Alerts

Alerts will be linked to widely accessible platforms such as the Line application and local websites, including hatyaicityclimate.org, before expanding nationwide, according to Mr. Chaichanok.
