PLN Electricity Tariff 21-27 July 2025: Subsidy and Non-Subsidized

Electricity rates per kWh for subsidized and non-subsidized groups on 21–27 July 2025
The government has set the electricity tariff for the third quarter (July, August, and September) 2025. This stipulation is valid for the next week, from 21 to 27 July 2025. The tariff refers to the Regulation of the Minister of Energy and Mineral Resources Number 7 Year 2024 concerning Electricity Tariffs provided by PT PLN (Persero).
Electricity tariffs are grouped into two main groups, namely subsidies and non-subsidized groups. The subsidy group includes social customers, poor households, small businesses, small industries, and customers of micro, small and medium enterprises (MSMEs). Meanwhile, the non-subsidized group includes household customers, businesses, industries, government facilities, and public street lighting.
Electricity Tariff Adjustment
Adjustment of electricity tariffs for non-subsidized customers is carried out every three months by considering changes in the realization of macroeconomic parameters such as exchange rates, Indonesian crude oil prices (ICP), inflation, and reference coal prices (HBA). However, electricity tariffs have not changed since the first quarter (January, February, and March) 2025.
The Director of Electricity at the Ministry of Energy and Mineral Resources, Jisman P. Hutajulu, said that the government still maintains electricity tariffs in order to provide certainty for business actors and the community in carrying out their activities. He hopes that business actors and the public will not worry about fluctuations in electricity costs that can affect production costs and purchasing power.
“To support the momentum of national economic growth, and increase people’s purchasing power, as well as industrial competitiveness, the third quarter of 2025 has been decided on a fixed rate, as long as the government does not stipulate otherwise,” said Jisman in an official statement.
Details of electricity rates per kWh
The following is a breakdown of the electricity tariff per kWh for various groups in July 2025:
electricity rates for households
- Group R-1/Tr Small Power 900 VA-RTM: Rp 1,352 per kWh
- Group R-1/Tr Small Power 1,300 VA: Rp 1,444.70 per kWh
- Group R-1/Tr Small Power 2,200 VA: Rp 1,444.70 per kWh
- Class R-2/Tr Medium Power 3,500–5,500 VA: Rp 1,699.53 per kWh
- Group R-3/TR, TM large power above 6,600 VA: Rp 1,699.53 per kWh
Electricity Rates for Business
- Group B-2/Tr Small Power 6,600 VA–200 KVA: Rp 1,444.70 per kWh
- Group B-3/TM, TT Medium Power above 200 KVA: Rp 1,114.74 per kWh
Electricity Rates for Industry
- Group I-3/TM power above 200 KVA: IDR 1,114.74 per kWh
- Group I-4/TT power above 30,000 KVA: Rp 996.74 per kWh

- Group P-1/TR Power 6,600 VA–200 KVA: Rp 1,699.53 per kWh
- Group P-2/TM medium voltage above 200 KVA: Rp 1,522.88 per kWh
