Government Sets Electricity Tariff Prices for Quarter III 2025
The government through the Ministry of Energy and Mineral Resources (ESDM) has determined that the electricity tariff for the third quarter (July, August to September 2025) has not changed or increased. This means that, starting August 1, 2025, PLN customers will continue to use predetermined tariffs.
This policy applies to subsidized and non-subsidized PLN customers. The purpose of this policy is to maintain people’s purchasing power and support national economic growth. The Director General of Electricity at the Ministry of Energy and Mineral Resources, Jisman P. Hutajulu, said that this decision was taken in order to support the momentum of national economic growth, increase people’s purchasing power, and strengthen industrial competitiveness.
“To support the momentum of national economic growth, and increase people’s purchasing power, as well as industrial competitiveness, the third quarter of 2025 has been decided on a fixed rate, as long as it is not determined by the government,” he said in a statement.
The government also hopes that PLN can continue to optimize operational efficiency while maintaining the quality of services to the community and increasing the volume of electricity sales. Thus, the basic cost of supplying electricity (BPP) for electricity can be maintained.

The determination of the third quarter electricity tariff is based on the Regulation of the Minister of Energy and Mineral Resources Number 7 of 2024 concerning the Electricity Tariff Provided by PT PLN (Persero). Adjustment of electricity tariffs for non-subsidized customers is carried out every three months, with reference to changes in the realization of macroeconomic parameters such as exchange rates, Indonesian crude oil prices (Indonesian Crude Price/ICP), inflation, and reference coal prices (HBA).
For the third quarter, the government followed the policy that had been realized in the period from February to April 2025. Although accumulatively changing these parameters should cause tariff increases, the government decided not to increase electricity tariffs.

- Group S-1/TR Power 1,300 VA: Rp 708 per kWh

- Group S-1/TR Power 3,500 VA-200 KVA: Rp 900 per kWh
- Group S-2/TM power more than 200 KVA: Rp 925 per kWh
