Instagram and Google Parents Are Not Attended, Komdigi Sends Second Call

Second Call for Meta and Google by the Ministry of Komdigi

The Ministry of Communication and Digital (Komdigi) again called two large companies, namely META and Google, related to the implementation of Government Regulation Number 17 of 2025 concerning the Governance of Electronic Systems in Child Protection (PP Tunas). This summons was made after the two companies previously submitted a postponement of the implementation of the rules that were supposed to take effect on March 28, 2026.

The Director General of Digital Space Supervision of the Ministry of Komdigi, Alexander Sabar, explained that the second summons was part of the compliance enforcement process that could not be postponed. He stated that the application for rescheduling had been received, but the obligation to fulfill the inspection call had not been carried out.

This summons is based on Article 32 paragraph (2) of Government Regulation Number 17 of 2025 and Article 44 paragraph (2) Regulation of the Minister of Communication and Digital Number 9 of 2026. According to Alexander, compliance with child protection regulations is not only an administrative obligation, but It is also a responsibility that has a direct impact on the safety of children in the digital space.

“Every delay extends the risks children face in digital space. Therefore, we demand concrete and timely compliance from all platforms, including global platforms,” he said.

He ensures that all stages of supervision will continue. If non-compliance continues, the law enforcement mechanism will continue in accordance with applicable regulations. The Komdigi Ministry emphasized that child protection is a non-negotiable priority.

shared responsibility in digital space

Alexander emphasized that a safe digital space for children is a shared responsibility. The government expects good faith and concrete action from every electronic system operator. This summons is part of a measurable and procedure-based law enforcement process.

Previously, the Ministry of Komdigi called Meta and Google on March 30, 2026. Minister of Komdigi Meutya Hafid stated that the summons was an effort by the government to ensure digital platforms fulfill the obligation to protect children, especially in limiting the use of accounts by users under the age of 16.

“The state is present and firm. There is no tolerance for non-compliance that has the potential to harm children in the digital space,” Meutya said in a written statement.

Meta and YouTube Commitments

Before PP Tunas was officially enforced, YouTube stated that it was ready to implement the rules that had been included in PP Tunas. They will take a self-assessment approach as stipulated in the regulation, in order to show the firmness of the security standards they have been running for a long time.

YouTube stated that so far it has built various digital experiences carefully and responsiblely adapted to each stage of child development. They think that effective regulations should respect the differences in the stages of child and adolescent development according to their age by providing flexibility for parents to choose, rather than directly applying a thorough prohibition.

The features provided by YouTube to place parents as the main control holder include:

  • Verification of age (age assurance) and will later be launched based on AI in Indonesia.
  • Screen Time Locking Through Family Link
  • Digital wellbeing or digital wellbeing protection

Youtube claims that the overall account restrictions for users under 16 will actually make young people accessing YouTube lose various protections, parental controls, and security features that have been integrated into supervised accounts.

Meanwhile, META has also expressed its commitment to protecting teenagers on its platform. Head of Public Policy, Indonesia and the Philippines Meta, Berni Moestafa, said that his party will support the implementation that can be implemented from PP Tunas. They will continue to discuss with Komdigi in the next few months, including the risk-based self-assessment and will prepare for the final result.

META has launched youth accounts for Instagram and Facebook in Indonesia since this regulation was passed in 2024. This is part of a sustainable commitment to youth safety. Teen accounts bring Facebook and Instagram redesigned experiences for teens, including integrated protection to address parental concerns.

“All these experiences are activated automatically. We have put tens of millions of Indonesian youth on Facebook and Instagram into youth accounts that we believe provide low-risk experience as referred to in PP Tunas,” said Berni.

META is also committed to continuing to provide education to parents and guardians so that they know about youth accounts and available security features.
