Electronic Traffic Law Enforcement (ETLE) cameras or electronic tickets mounted on the road are often seen lit with flashing flash marks. If you pay attention, the number of flashes from the flash can be more than once for one vehicle.

Regarding the cause, the National Police Headquarters, Inspector General of Police Agus Suryonugroho explained that the stigma that the ETLE camera only took pictures of vehicles on the road, but the violations were not actually processed is not true. According to him, the process of how the ETLE system works is not as simple as thought.

ETLE cameras are not just photographing traffic violations, but through a rigorous process of validation and verification so that the evidence passed on to a digital ticket is completely accurate.

“The ETLE work process, in addition to the ETLE device, there is also a blip. So that later when it is captured (caught on camera), whether the validation is seen or not. Sometimes it’s blurry, sometimes it’s clear,” said Agus at the Korlantas Polri field, South Jakarta, (9/10/25).

After the capture is carried out by the ETLE camera, each image will be carefully checked. The system will mark images that are blurry or unclear so that they are not directly used as evidence. According to him, only images that meet quality standards are then forwarded for the validation and confirmation stages.

“Therefore, at the time of validation, verification, it was sent that was really perfect. The capture is used as a possibility for us to use,” he explained.

“So there are indeed supporting devices for Blip, including the performance of the camera,” said Asep.

In addition, Agus emphasized that supporting devices help ensure that every photo captured can be read clearly, so that the digital ticketing process becomes more accurate.

Every driver who violates traffic can still be ticketed, including a driver who closes his vehicle number plate. The ETLE system cannot detect violations if the vehicle number plate is closed, because the camera is unable to read and validate the number. However, the driver will still be ticketed by officers in the field.

“If we can’t capture closed vehicle plates, there are manual ones. There are hanxdhelds, they can be brought, practical. There are manual tickets too, even if only five percent. There are also warnings,” he said.
