PLN electricity tariffs are generally divided into two main categories, namely household and business. These two categories have different tariff structures, depending on the amount of electrical power used. Tariff adjustment also refers to subsidy policies from the government and non-subsidized tariffs. Household customers include small to large scale electricity users, while business customers cover various business sectors, ranging from MSMEs to medium-sized industries.

However, apart from these two categories, there is still one other group that is often overlooked, namely the customer in the social category. Consumers who fall into the social category are those who use electricity for social activities. Usually, they are included in the tariff group S-1, S-2, or S-3, depending on the amount of power connected and the connection system. The government provides special treatment to social class customers with lower electricity rates as a form of support for social activities that are not profit-oriented.

  • Group S-2/TR Power 450 VA: Rp 325 per kWh
  • Group S-2/TR Power 900 VA: Rp 455 per kWh
  • Group S-2/TR Power 1,300 VA: Rp 708 per kWh
  • Group S-2/TR Power 2,200 VA: Rp 760 per kWh
  • Group S-2/TR Power 2,200 VA: Rp 900 per kWh

Types of social activities

Social categories are divided into two types based on their use, namely:

1. Pure social activities

This activity targets the interests of the community, especially the lower socio-economic groups. Usually run by social foundations, houses of worship, or institutions financed from non-governmental organizations or government budgets. Examples of pure social activities include:

  • Hospitals owned by central government agencies or local governments
  • Buildings for special religious worship, such as mosques, churches, temples, monasteries, temples or similar
  • Social Institutions (orphans, elderly)
  • Social rehabilitation center (narcotics, leprosy)
  • Government Rehabilitation Center for Disabled

In contrast to pure social, commercial social activities are run by consumers with more than 200 kVA of electrical power, and target the upper middle class. Although it has a social element, this activity also aims to get financial benefits. Examples include:

  • Private schools/colleges
  • Private Hospital
  • Polyclinic / Joint Doctor’s Practice
  • Private Research Institute
  • Non-Governmental Hajj Management Foundation (ONH-Plus)
  • Educational and training centers for private companies, such as the Garuda Education and Training Center, Bank Mandiri Education and Training Center, Unilever Education and Training Center, Indonesian–American Educational Institutions

People who have social facilities such as houses of worship, orphanages, or non-commercial schools can apply for a change in electricity rates from the household category to social categories. However, the application for this change cannot be done haphazardly. Changes in tariffs can only be submitted if the use of electricity is in accordance with its designation. This means that social tariffs only apply to facilities that are actually used for social activities, such as hospitals, places of worship, orphanages, non-commercial educational institutions, and other social activities that are not aimed at making a profit.

The applicant must ensure that the location and use of electricity is indeed used for social purposes. In addition, the applicant must complete all administrative requirements and supporting documents when submitting an application to PLN. The verification process will be carried out to ensure that the application is in accordance with applicable regulations.

With a cheaper tariff, this scheme is expected to help social institutions in reducing operational costs so that they are more optimal in providing services to the community.
